German importers, retailers and hospitality wholesalers expect documented grades, food-contact test reports and consistent finish. Indian stainless steel houseware and cutlery can meet these expectations when the specification and testing are agreed up front.
This page covers the EU and German rules that matter for these products, with dated official sources.

Who we work with in the German market
German retail buyers usually ask for LFGB-based test reports, German-language care information and LUCID-registered packaging. Hospitality wholesalers value heavier gauges and pattern continuity.

Import rules to check for Germany
| Rule | What it means | Status | Official source |
|---|---|---|---|
| EU duty status | The EU–India FTA was concluded on 27 Jan 2026 but is not signed or in force. GSP preferences for Indian iron and steel (S-15a) and base-metal articles (S-15b, including Ch. 82 cutlery) are suspended from 2026 to 2028, so normal EU duty applies. | Checked | eur-lex.europa.eu |
| Food-contact framework | Regulation (EC) 1935/2004 (safety, labelling, traceability) and 2023/2006 (good manufacturing practice) apply. There is no harmonised EU measure for metals, so labs use the Council of Europe guide. | Checked | eur-lex.europa.eu |
| LFGB | The German Food and Feed Code (LFGB) sets national rules for food-contact articles. German buyers commonly specify LFGB-based migration and sensory tests. | Checked | gesetze-im-internet.de |
| Packaging (LUCID) | Since 12 Aug 2026, the PPWR and the German VerpackDG apply. Whoever first places packaged goods on the German market must register in LUCID, join a licensed system and report volumes. Producers abroad must appoint an authorised representative. | Checked | verpackungsregister.org |
| Supply-chain due diligence (LkSG) | For companies in scope, risk analysis and internal documentation remain mandatory. Annual BAFA reporting has stopped in practice. | Checked | bafa.de |
| Product safety (GPSR) | Consumer products need an EU-based responsible economic operator and traceability details. | Checked | eur-lex.europa.eu |
| CBAM | Most household steel articles and cutlery are outside the current CBAM codes, but check your CN code because the Commission has proposed extending CBAM to some downstream goods. | Checked | taxation-customs.ec.europa.eu |

Materials, food contact and testing
- Test reports
- Specify the lab, test standard and pass criteria (for example LFGB migration and the Council of Europe metal release limits) in the purchase order, not after production.
- Grade marking
- "18/10" or "Rostfrei" marking should match the mill certificate.
- Packaging
- German-language care text, LUCID registration number on file, and EAN barcodes.
Private label, QC and shipment planning
Shipments usually move via Hamburg or Bremerhaven, or Rotterdam for onward delivery. Book testing before bulk production, because German buyers often need the lab report before they release the order.
Read the stainless steel QC checklist and the 18/10 vs 18/8 vs 18/0 guide.
Germany buyer questions
Is there an EU–India trade deal for stainless steel goods?
Not in force. The EU–India FTA was concluded in January 2026 but has not been signed or ratified (checked 25 Oct 2026). Normal EU duty applies, and GSP preferences for these sections are suspended until 2028.
What is an LFGB test?
LFGB is the German Food and Feed Code. LFGB-based tests check that food-contact articles do not transfer harmful substances or odours to food. For metals, labs usually also apply the Council of Europe release limits.
Do I need LUCID registration for cutlery imported from India?
Yes, if you are the first to place packaged goods on the German market. Since 12 Aug 2026, producers abroad must also appoint an authorised representative.
Does the LkSG still apply?
Yes, for companies in scope. The due-diligence and documentation duties remain, but annual BAFA reporting has stopped in practice.
