Stainless Steel Kitchenware & Cutlery from India for European Buyers
Importers, retailers, supermarket chains and hospitality wholesalers in France, the Netherlands, Sweden, Finland and the rest of the EU follow one customs and food-contact framework. Packaging registration and language rules still vary by country.
This page covers the EU-wide rules, with dated official sources. German national rules are on the Germany page.

Who we work with in Europe
EU retail packs need care information in the language of each country of sale and EAN barcodes. Supermarket and promotional programmes often run seasonally with fixed delivery windows, so production slots must be booked early.

Import rules to check for Europe
| Rule | What it means | Status | Official source |
|---|---|---|---|
| EU duty status | The EU–India FTA was concluded on 27 Jan 2026 but is not in force. GSP preferences for Indian iron and steel (S-15a) and base-metal articles (S-15b, including cutlery) are suspended for 2026–2028, so normal EU duty applies. | Checked | eur-lex.europa.eu |
| Food-contact framework | Regulation (EC) 1935/2004 (safety, labelling, traceability) and 2023/2006 (good manufacturing practice). There is no harmonised measure for metals, so labs commonly apply the Council of Europe metals and alloys guide. | Checked | eur-lex.europa.eu |
| General Product Safety Regulation | Consumer products need an EU-based responsible economic operator, traceability details and safety information, including in online listings. | Checked | eur-lex.europa.eu |
| Packaging (PPWR) | Regulation (EU) 2025/40 has applied since 12 Aug 2026. Producer registration and fees are set in each member state. | Checked | environment.ec.europa.eu |
| Low-value parcels | Since 1 July 2026, a flat €3 duty per item category applies to consignments up to €150, replacing the duty exemption. | Checked | taxation-customs.ec.europa.eu |
| CBAM | Most household steel articles and cutlery are outside current CBAM codes. Check your CN code, as an extension to some downstream goods has been proposed. | Checked | taxation-customs.ec.europa.eu |
| EORI and TARIC | The EU importer needs an EORI number. Duty is set by the TARIC code. | Checked | ec.europa.eu |
General information checked on the date shown. It is not legal, customs or tax advice. Confirm your tariff code and product requirements with your customs broker or the official source before you order.
Materials, food contact and testing
- Food-contact testing
- Specify the lab, method and pass criteria in the PO: metal release under the Council of Europe guide, plus tests on coatings, handles and gaskets.
- Declarations
- Keep a declaration of compliance and supporting test reports in the importer's file, even where a declaration is not legally mandatory for metals.
- Language & packaging
- Multilingual care text, the responsible operator's details on the pack, and packaging data for each country's EPR scheme.
Private label, QC and shipment planning
Shipments usually arrive at Rotterdam, Antwerp or Hamburg for onward delivery. For multi-country programmes, plan packaging languages and EPR registrations before artwork is printed.
Read the stainless steel QC checklist and the 18/10 vs 18/8 vs 18/0 guide.
Europe buyer questions
Does stainless steel kitchenware from India get reduced EU duty?
Not at present. The EU–India FTA is not in force, and GSP preferences for these sections are suspended until 2028 (checked 25 Oct 2026).
What food-contact tests do EU buyers ask for?
Usually metal release tests based on the Council of Europe metals and alloys guide, plus tests on any coatings, plastics or silicone parts.
Do I need an EU contact for products sold to consumers?
Yes. Under the GPSR every consumer product needs an EU-based responsible economic operator.
Are France, the Netherlands, Sweden and Finland covered here?
Yes. The EU-wide rules apply to all of them. Country-specific packaging registration and language rules must still be checked for each market.
